here in the UK they got rid of loitering with intent. This means you can hang around anywhere for as long as you want. But be a nuisance or harass people and you'll be in breach of the piece, keep this up and you may find hanging around anywhere will have the cops on your back.

If people are hanging around your street under your window you could complain you fear a break in or the noise is keeping you awake. If you suspect someone is about to commit a crime this is a reason to move on someone.

Here in the UK and EU Countries, you are free to go and sit anywhere, as long as you don't trespass to land or property, you are not causing private or public nuisance, you are not causing any sort of health and safety risk to other by passers or bystanders or you are not causing breach of breach of the peace.

If you didn't move, ever, eventually someone would move you because you were blocking traffic, someone would think you are crazy (catatonic) and institutionalize you, or you would starve to death (depending on what kind of neighborhood and how much traffic there is in the area).
