Can a dropped child support case be picked back up?

I've searched through Kentucky law and am still a bit confused. If Parent A drops the child support case against Parent B, can Parent A then go back a future date and file for child support against B again? And if A succeeds, is the support backdated from when it was originally dropped?

Usually when someone drops child support the court asks them if they are sure, and then tells them that they can not come back in the future to ask again. This happened to me however it was 15 years ago in RI.
