Can a judge reject guardianship to parents?

Kid is 17 and older bro is 24 .. parents want to give guardianship to 24 year old... family has no problems... will a judge issue guardianship .. what is best excuse to get it.

The judge will decide on what is in the best interest of the 17 year old. The judge will want facts not excuses.

The purpose/reasons for the request.
Who is most financially stable/employed.
Who has the most stable home life/living arrangements.
Who is most interested in the continuing education of the minor.
Social life and responsible behavior of the 24 year old.

Etc. etc. etc. All of these will be considered. It would be highly unusual for a judge to give guardianship to the brother without significant reasons. Especially as the minor is soon to be 18 anyway, when he's 18 he can live wherever he chooses.
