Unlike my UNINFORMED Socialist friend...ONLY if there is an emergency may he enter your apartment unannounced ....many states REQUIRE 24 hours notice..not your permission...just notice...
As far as changing the locks...not wise...in many states it is ILLEGAL for the Super/owner to NOT have a key for emergency reasons. If you do he may legally break in and change them again to ones he has a key for and charge you for the expense.... Put in a nanny cam and catch him illegally entering then take him to court and beat the pants off him...financially and LEGALLY.

They have to let you know when they are coming and just because it is their house does not mean that they can legally enter it when you are not home or are home without your permission. I would set up a camera first, then change the locks. I wouldn't confront him until after you had proof. (The only way that I can see them being there is if there were a repair that needed done or an emergency like a broken water pipe or something to that nature, otherwise, No.

As of April 11 2009 in NSW, Australia No Landlord or Landlord's Representative like an Employee of the Real Estate Agent where the Rent gets paid can legally enter your property without at least 24hrs prior notice in writing then if the Tenant doesn't contact them to say that's it's not convenient they can use their master key to enter your home if you are not there as agreed There can only be a house inspection every 4 months & the 24 hr notice period applies But all things considered if you are suspected of committing illegal activities from the premises in which you live or your Rent is in Arrears that obviously breaks the Tenancy Agreement & then to coin a popular phrase "All bets are off!" He has to give you notice in accordance to the time frame required by your state law in order to legally enter the property. Your consent or lack thereof (whichever it may be) is irrelevant, all that is required is that you're informed unless it's an emergency situation.

They are supposed to let you know. They can go through your place if they feel that they have cause to enter. Most landlords notify the tenants -

I would let them know you are upset and see what they say.

They can also enter if the property is for sale (and you may not know) and show it to the people interested in buying. Try to work it out with your landlord.
