In terms of location and number (say you use an ID blocker or are calling from a public phone) the police can track the origin of the call. But they do that only in investigations, because it takes special GPS instruments to do that, and it costs time that the department would use in more serious crimes rather than in tracking a teenager's corny joke.

Yes but they would not get involved if it's just a spoof.
You can call the phone company to report it. The phone company can give you the information.

Anyone can, it's called caller ID.

Even if calls are blocked for others 911 can see through the block

that call you by dialing (star 69 on a Touch tone phone or 1169
from a dial phone. to cancel the automatic callback ringback
requests call star 89 on your touch tone or1189 from your dial
phone

In the day and age my answer would have to be yes. Almost as soon as a 911 operator answers the phone they have your name and address on a computer screen in front of them. So I would recommend you don't indulge in that old spoof. It really isn't any fun at all and can cause you a lot of grief. Go toilet paper a house or better still a police station. Good luck to you.
