Well, clearly anyone can call the cops for any reason whatever. The question is whether they will respond. I suspect the cops had a slow night and decided they could afford the time to put the scare into the underage drinkers. Or perhaps whoever called was influential. And yes, it might have happened just because the neighbor does not like the people. That's one of the things police have to decide about when the go to the location and investigate. Maybe they just talk to the kids, maybe only arrest them if the kids mouth off or are very obviously drunk. |

If you have any doubts, call them. Better safe than sorry and you could be saving a kid's life. |

Yes, they can make such a report, but it has to be based on some kind of evidence. Not make a report just because you don't like your neighbours.
Anyone who suspects that someone may be in any kind of danger (and children drinking alcohol is dangerous), they have a responsibility to report it. |

Yes. Minors cannot (and should not) legally drink alcoholic beverages. It's the LAW. |

Yes b/c so many kids get killed after leaving parties that have underage drinking, so the cops do not mind going and checking out concerning calls about that. |

Well, yes.
Underage drinking is ILLEGAL. You can disagree with the law, but that doesn't change the fact there is a law. You are well within your rights to inform the police any time you have a reasonable suspicion that the law is being broken. The ethical question is "Should you?" In a case like this, I might have been inclined to let it slide, if the kids were not driving away drunk and not disrupting the neighborhood. But, that's a choice, not a legal matter.
Ah, but if the kids were LEAVING, that seems like a good time to get the police involved to make sure that no one is driving drunk. I'm with the neighbors on this one. |

People can do whatever they want.
I can call the cops on my neighbor right now and say that they are molesting their cats and gerbils, even if they aren't. |

Duh, serving alcohol to minors is a crime, and a legitimate reason to call the cops. |

yes.
unfortunately, anyone can call the police for any 'suspicions' they might have. its sad that people abuse the legal system for personal vendettas, but it does happen. |
