Can someone file for child support outside of the US?

My aunt lives in Panama and 11 years ago she had a daughter by an army soldier that was stationed there at the time. They were living together and he even signed the birth certificate. They do have the US Embassy and Consulate in Panama but he always gave her the run around about getting the american passport for the little girl. After doing some research we found him in Walter county, GA. We are trying to file a claim for child support, but because the girl and mom are in Panama it seems to be more complicated. I spoke to an attorney and he said that the court might require for the girl and the mother to be here. It might be a little bit less complicated to try to bring the girl here, than the mom because she might not be able to get a visa. Is there any way to have this done without both the mother and the daughter having to come to the US?

Get an attorney in Georgia. The child is a US citizen but there is no requirement she be in the USA to get child support from the father. The attorney should be able to represent the child and mother in the action. If the court orders that the child and mother appear in person, then the court order would certainly suffice to get a visa and the girl needs a US passport.

Likely though the court can do a video conference if it needs in person testimony so no travel is needed and this is rather routine these days.

You might see if Panamanian law allows you to obtain child support, the State Department will usually see to it that such orders are enforced, but usually they will be for less money than you'd get in Georgia.
