It's odd -if I asked "can beating a child ever be justified?" I imagine a good third of you would reply, "yes, within certain limits, it's necessary for discipline" or "it never did me any harm" etc.

No... but, it is possible that the perpetrator has issues from their past, habits in their present, lack of social skills through inherited weaknesses, and learning difficulties, that prevent them from understanding, that hitting out is wrong, and that they never learned negotiation skills etc... in this area of relationships.
