my friend was charged with family dispute or domestic violence with her sister but wasn't given a court date didn't serve any time but its on her record is that possible

You can be charged with a lot of things, but you cannot be convicted without a trial or plea hearing, and as such it cannot go on your record until convicted.

Its possible and has happened to others as well. This goes against the laws that declares a person innocent until proved guilty in a court of law.
