If you were caught speeding by camera I'm not sure if they could fine you if you live in Ireland because the company who administer the fines have to ask the dvla in Swansea for your details and if your not a UK licence holder I can't see the dvla having your details on record.

You can be arrested/fined/imprisoned anywhere that you commit a crime. If you break the law in their jurisdiction, they can punish you. Where you are from doesn't matter. |

The nationality of the licence has nothing to do with fines. If excess speeding was committed in UK, then you will be fined in UK, independently of your licence. |
