Actually yes you can. If it's seen that you are causing a public nuisance by encouraging these flying rats then you could be fixed with a £75 penalty.
In most towns now the Pigeon Control Advisory Service (PiCAS UK) are trying to put in place specific "bird feeding areas" |

Pigeons shold not eat bread or rice
Pigeons cr*p all over the place and can spread diseases so should not be encouraged

In some areas it clearly states the it is a breach of the law to feed pigeons in public places.Not only pigeons are a nuisance but it also encourages rats.Yes!You can get fined. |

You cant get fined for feeding pigeons but you can get fined for throwing food on the street.
It just depends on how uptight the police and councils in your area are. I've not heard of anyone being fined for throwing litter where i live but they did put someone in prison for calling a horse gay so i would be careful!
You could get arrested for discriminating against the rats and stray dogs because you wouldn't give them your lunch would you...they're just vermin!

In most places, yes. This is because pigeons are classed as pests, and encouraging them to land will spread their diseases, cause mess and make them annoy other people for food. Alsoif enough of them do this, they will have to be culled. This costs quite a bit, and obviously the pigeons have to all be killed during it, which isn't very nice :/ |
