Can you sue someone for intervening with your ebay account?

A buyer (that refused to pay for an item I sold a couple weeks ago) is cloning accounts and intervening with my ebay auctions because he is the highest bidder (paying insanely high amounts of money for my items). He is either trying to scam me of my time and/or money but he is already on his 4th account trying to block any buyer on ebay from purchasing my items. I keep blocking his accounts but they keep coming in and completely intervening with my ebay business.

You can retract the bid. And PayPal which is not a bank can interfere with interstate commerce and put a hold on the payment(s).
