City charging me with animal attack

The Texas city I live in is charging me with animal attack. My docile 11 lb Yorkie Poo approached a yard man, but they (the prosecutor) has not a) produced evidence of injury nor b) a victim. He seemed to be ok and walked away from the incident. Do I owe the city $850, or should I go to trial and see if the victim + photos of the alledged bite show up? Seems like revenue generation to me. Please help, thanks.
