Depends on the laws of the state where the offense occurs. In most US states ANYONE can arrest someone who commits a felony (in some a felony involving only breach of peace) in their presence. Police officers are state officials with expanded arrest powers provided by state law -- which differs by state. In general unless a state statute recognizes additional arrest powers in Federal agents, FBI agents do not have authority to arrest for violation of state laws. |

I think it's a matter of jurisdiction. FBI agents go after crimes against the United States, the government or country as a whole (like terrorism) not crimes against individual states, municipalities or individuals. I do believe that an FBI agent will apprehend a person committing a crime (if they aren't undercover in an investigation and a person's life is not in danger) and turn them over to the "proper" authorities, but civilians can do that as well.
If you watch shows like Law and Order, this kind of scenario has happened, but I am not sure how much "artists license" is taken. |

Yes and No, FBI agents are federal law enforcement officers and also act as a domestic intelligence agency. FBI agents can and do arrest anyone who is suspected of committing a federal crime. But since their powers of arrest are granted for federal jurisdiction only, this will prevent them from arresting anyone on a state jurisdiction. If an FBI agent was driving on the highway and an AMBER alert was issued and the agent saw a vehicle that matched the description the FBI agent could technically pull the car over and if the driver is the suspect the agent could arrest since interstate kidnapping is a federal offense. But if an FBI agent was driving on the highway and saw a car driving recklessly and suspected the driver of being drunk, the agent could tail the driver and call the local police but can not detain or arrest since the agent does not have powers of arrest for crimes defined in a state's jurisdiction. |
