My roommate recently turned off the gas bill without consulting any roommates before hand. This not only effects our household heat but also our water temperature. When a roommate confronted him about it, he said that it was cheaper to pay $15 a month with the gas turned off then it was to keep it turned on. The temperature in the house is currently sitting at 55 degrees. I'm forced to take lukewarm showers that are on the verge of being ice cold. Do I have any rights in this situation to not pay the $15 a month since the gas has been shut off? Is there any prior court case or documentation that allows me to do so? What rights do I even have in this incident?
Additional Details
There are two more months left on the lease. In order to turn the gas back on, it requires a 200 dollar deposit as well as another activation fee despite the fact that we paid this when we turned the gas on to begin with.

Put the gas bill in your name. He is only allowed to turn it off if it is in his name. And check your lease, most landlords require that you have all utilities turned on at all times.

Why don't you just get the gas in your own name?
