That is up to your community water department, especially IF you are not paying your water/sewer bills. I do not believe it is up to the "landlord". And NO the water department does not have to give you notice.

It is a breach of the 'Warranty of Habitability'. There are certain services that a landlord must provide: heat, electricity, water is most definately one.

If your landlord shuts off your water without notice, it is most likely a breach of the lease.

Without any kind of notice whatsoever? No.

I highly doubt that this was the case though (sorry). Allow me to explain. If in your rental agreement (lease) there is a clause in there about the procedure regarding their utilities, i.e. they will shut it off if you use more than X amount, then technically you have been on notice.

They may have also shut it off if you haven't payed your bill and you agreed to have it paid by X date. They don't need any notice if you are past said date.

These are just example, hope this helps!

EDIT: Check your lease that you signed. If you go through it with a fine toothed comb and see nothing regarding utilities, contact an attorney. If she breached your contract, you have more than enough reason to break your lease and get the heck out of there.

Not in the U.S. It is illegal in all 50 states (landlords must provide heat, water and light) -- but if you have your own accounts with the utilities and don't pay, off they go

Hi. Undoubtedly, you will get just as many "yes's" as you will "no's". The fact is renters have MANY rights. Some landlords don't even know all of these legal rights that tenants have sadly. Your situation is surely one in which I'd do some more investigating (if I was you.) Here's what I suggest anyhow: Go to google and key in "Tenants legal right in (your city, state.)" Also, your local Department of Social Services should have pamplets that literally spell out each tenant legal right(s.) If you're paying your water bill as you say, you may have a leg to stand on regarding your on-going ordeal. Best of luck :)
