I know they have it in Canada, Alaska, and the United States. I wonder if it's more universal?

Kinda funny if you really think about it. Like theyre could possibly be something different on a bare foot than on a shoe. Athletes foot at worst. I would think that people would pay more attention to what they step in if they were bare footed. Might even be more hygienic. |

It depends on the establishment, most clubs and restaurants require smart casual dress whatever the nation.
Most Golf Clubs will not let people in to the club house wearing jeans/denim, trainers, open top sandals, collarless shirts or shorts.
More up market private members and gentlemens clubs and a few restaurants may even require a jacket, shirt and tie such as London's Ritz and Le Gavroche Restaurant also in London.
Whilst nightclub door policies in Europe often include a no trainers, denim, collarless shirts and sportswear, in warmer climates this may also include open top sandals.
