Yes.

Mandatory recycling will 1) create more jobs, 2) be green, i.e. good for our environment, and 3) it is simply the correct way to live.

Yes but:

Make it easy to do so. For CFL bulbs, don't make the person jump through a lot of hoops to get the stupid things to the right recycle places.
"Oh we don't take the 15 watt bulbs, only 25 and higher."

In other words if people are going to recycle, you have to sort of make it easy for them. We have a lot to do in our lives and driving from place to place or separating trash in to little compartments is not how we want to spend our evenings.
