Does Obama believe that people and institutions are Guilty until proven innocent?

When discussing financial institutions outside of the United States, he said:

"If financial institutions won't cooperate with us, we will assume that they are sheltering money in tax havens and act accordingly"

Isn't this precisely the kind of behavior that our own constitution prohibits? I thought Obama wanted to reduce our international "meddling" not increase it.

Unreasonable search and seisure....
Innocent until proven guilty.....

Did my question have anything to do with Bush? Anything? Why is it so hard for Obama supporters to talk about him without talking about Bush? You assume that I liked Bush. You assume I'm a republican. Neither are true.

The IRS has always operated on such a premise. That's what audits are all about.

Democrats are greedy, and they have never hesitated to get downright mean when it comes to money they think they're entitled to. It starts in the ghetto and spreads all the way up.

This is no surprise to see Obama with that attitude.

It's bizarre to see so many tax experts unfamiliar with corporate personhood.

And I see that nobody here is pointing out the fact that corporate money is already double taxed here. That's part of the reason it never comes ashore.

is this a US BASED company who is subject to US law, but hiding money overseas?
If they are US companies (not overseas financial institutions) then it is hardly "meddling" with foreign companies. Sounds like an American company.. and possibly evading taxes.
No, the Constitution does not prohibit legal investigation of a person or company who clearly is evading taxes. It is called auditing, and perfectly legal.

Sounds reasonable to me...one would have no choice but to make assumptions if the other party is uncooperative...as opposed to Bush who simply labelled people and never gave anyone a chance to defend themselves...DUH!

President Obama is calling to the attention of "We The People" to the need to be more knowledgeable of the economic impact of institutional economics that in reality tax consumers without authorization or franchise to do so. Accounting for the hundreds of billions that are somehow flowing away from the potential benefit of "We The People" enters a new frontier of education, expertise, and information.

There are financial innovations for which there is no law to monitor or regulate adverse impact. Agents and employees of some "Institutions" knowingly and willfully profit from the failure and lack of laws or regulation in the exotic realm of trillion dollar potential spending.

The institutions use existing failed law(s) to skirt regulation with impunity.

He can assume all he wants, there is just not much he can do about a foreign institution with no US presence. (and those are precisely the one's he has a problem with). Likewise, North korea can find Exxon mobil guilty of "planetary destruction" if it wants to, but just let them try and claim any assets.

People and institutions are entirely different entities. If financial institutions aren't cooperating with the law, then searches and seizures aren't unreasonable. Laws exist to prevent those institutions from doing shady stuff and to protect the people. Also, this isn't 'international meddling' this is directed at American companies. 'International meddling' refers to us interfering in the affairs of FORIEGN companies or governments.

Those apply to criminal proceedings and natural persons within American jurisdiction. And anyway, do we really have to take leave of our senses and pretend that we don't know that American citizens are breaking the law and using banks in the Cayman Islands, Switzerland, etc. to evade their taxes?

And it's not just us. Every major economy in the world is aware of this problem, and we are all finally taking coordinated steps to solve it. Next stops: Duabai, Luxembourg, and Delaware.
