Does a minor need a consent from parents when traveling with a relative?

for example an underage girl traveling with a relative say traveling with aunt would the underage girl need a consent to travel without her parents but a relative to another country

To leave the country you need to have signed consent forms from both parents. To leave the state, you're supposed to have a signed consent form from at least one parent. It is a good idea to have something in writing that says that the relative does have permission to travel with the minor. It should also have any pertinent medical information, insurance numbers and who to contact in an emergency.

For a minor to leave the country, you'll need signed consent forms from both her parents. She'll be turned around at the border or airport without it.

If her parents are separated, there would still need to be signed consent from both.

Even if she was traveling with one parent, signed permission from the other parent would be required unless the parent she's traveling with has full custody. This is to prevent someone in a custody dispute from taking the child to another country, out of the reach of US courts.

Bottom line: without permission from both parents, she absolutely will not be allowed to leave the country.
