Not sure what country you live in, but most have legal limits on how much change you are trying to pay off with. If in America, there isn't a 2 cent coin now.

No.

1c and 2c pieces are still Australian legal tender, but they are not considered as ‘currency’ (or, money that is officially released for circulation). This means that you can take your old 1c and 2c coins to the bank and exchange them for currency totalling the same face value.

Most countries currency regulations stipulate how much you can tender in small change. Whilst the small change is legal tender, if you want to pay for something which costs a lot, then you need to get it changed into larger denominations.

Often read about people trying to pay traffic fines in small denominations, only to be turned away.

Sorry do not know what an IGA shopkeeper is.

1 and 2 cent coins are now out of circulation and I don't think are legal tender anymore in Australia as money tends to be rounded up or down to the nearest 5 cent value when buying goods. And if it is still legal to use them the guy at IGA can refuse them if they go above a certain amount.
