Suppose someone through the media openly called for the murder of another individual (by perpetrators to whom he is unconnected). What crime is this? Would the penalty be more severe if he called for the murder of an important public figure?

Freedom of speech does not protect inciting specific violence.

It would be ordering a murder.

Murder ... Manson is in prison for it ... even though he didn't actually commit the crime.

that would depend on what state your in. In some states it would be murder 1st and in some others it would be different, different states have different names and categories for each of the laws in them, even if they are technically the same law.
