A rule of conduct or procedure established by custom, agreement, or authority.

Its the collection of rules imposed by authority and if you break them there are consequences. The authority ranges from bye laws and common law (and can vary from county to county in some instances) to government legislation which is national.
Rules are set to offer a balance of right and wrong and we can't claim ignorance to them.
