It's a holdover from history, I think. Societies differ in rules about property rights and family rights/family identities, and those rules usually slant to one gender or the other. Some societies, for example, are matriarchal, and go by the females in the family, not the males.
But if a family in that society is headed by two females, which one determines inheritance rights and family relationships? Both? One? Which one?
