Help with being suspended from work?

Okay I am trying to help my friend out with her best decision in this situation but I am not to sure as to where she should go.

To make things short she works at a clinic taking care of Mentally Retarded Patients and one of the patients there has said she cussed at him and was talking on her cell phone at work. She did admit to cussing while on the phone with her insurance company but says she never cussed at him. Well today she was suspended without pay while they do an investigation to see if its true. Then they are suppose to call her back and go from there. She is totally convinced they are going to fire her and doesn't know what to do.

I told her I thought she should just quit because it looks better to quit a job than be fired from it. But she is afraid she will get in trouble for quitting while they are doing investigation. The investigation is nothing to do with the police or anything its just a inner office investigation. So I am pretty sure she can't get in trouble for that right? She has free will to leave at any time and they can't do nothing right?

I am just wanting to give her the correct advice and was wondering if anyone else knows what is right or wrong?

Well one thing I will add is this place she works isn't like most clinics. The patients are very independent MR Patients. Her responsibility is to basically make sure they are living a independent life without getting hurt. The company doesn't give them breaks or lunch. The basically have to eat and take breaks when they get a chance. From what I am understanding she was outside trying to take a break when this happened and the patient just happen to be outside with her.

Time to look for a new job. Even if they keep her they will monitor her closely, because she has been accused and admitted the cussing in the presence of the patient, who filed the complaint. If they fire her well they can then say yes they terminated her and would not re hire, upon subsequent inquiries from potential new employers.
She should just call them and tell them she appreciates her job and all she has learned while being an employee, but would rather quit than be fired, so she is giving notice. If they are going to fire her they will tell her notice is not necessary, if not she should follow through with her notice and work her 2 weeks or whatever it is, put in applications before she leaves if possible. The problem is cussing at the patient or in the presence of really makes no difference, its inappropriate behavior in that work environment. If they like her they will let her move on without incident.
BTW- her employer is prohibited by law to disclose anything other than yes or no they would rehire her. The problem is people are human and tend to ignore that and run off at the mouth if this is not a large facility or member facility that uses a human resource dept.

What a silly girl, she should not be talking on her mobile phone to insurance companies during work in front of patients... The poor patients....

Quitting or getting fired will be the same either way because her next employer will ring them up and ask what she is like and they'll say she either got fired after an investigation into taking personal calls during work, or she quit when investigating a complaint against her so she must be guilty.
