How can a felon from Washington State go about reinstating their firearm rights themselves - w/o lawyers?

This person is no longer on probation and it was a drug related charge. He would like to be able to use a gun for hunting but doesn't know where to get the information to do this or where to find the forms.

A felon can't, even with a lawyer.

A felon cannot own or even possess a firearm ever again for any reason.

I have no clue if he can or not. He should call the fish and game or ask them wherever you buy a gun or register the gun, I think that would be his best bet. He might be able to get in touch with his old PO and also ask that person.
