How can my Grandmother obtain citizenship here in the USA?

OK, so my 65 year old Grandma is from Turkey. She is unable to speak English, and seeing as she has a learning disability, it seems as though it's impossible for her to learn. She's been living here on and off (see, every 6 months she leaves to Turkey or Germany). Nonetheless, we're hoping she can obtain citizenship here. She's been living here for a total of 30 months now, but the fact that she has a learning disability is keeping us from getting her neutralized.
How can we finally get her neutralized? Any suggestions?

Generally speaking, USCIS requires that applicants have a working knowledge of the English language - but, there is an exception for those that have a medically determinable physical or mental impairment, where the impairment affects the applicant’s ability to learn English.
Please check the USCIS site for the Naturalization requirements under the "Language" section.
