How can people conduct wars without wounding /hurting children and other innocent beings?

I can't just imaging the frightened children just crying and screaming during bombings.........

Well in technicality it wouldn't really be a war. However there are many things a country can do to prevent that type of war from breaking out. Those possibilities are limited though when the other country does not cooperate. Meetings and agreements could work with a promise to cooperate together but in our world it isn't very likely. When another country is determined to enter a war there may not be much the other country/ies can do to stop it.

By following Islamic rules of war, NOT to harm, aged people, women and children . And not to harm environment, like cutting of trees.
And to fight outside the towns ( in the battle field).

You can't. It would be wonderful yes, but when you drop a bomb on a town to kill terrorist living there, you most likely will be taking out their whole family, children included. I don't see terrorists living separately from their wives & children (especially when some countries are training their children to be terrorists!) Just as we don't live separately from our children/spouses. Think - if they were to bomb our military bases, wives & children of our military personnel would be killed in the process too. Yes?
