How do I find out about child support laws in MN?

My daughters father had stopped paying child support for 1 yr then when they had taken his license away he started paying it for about 3 months. Well since January I haven't received a dime and the state gave my daughters father back his license and I am owed over $4000.00. Nothing is being done and I am stressed out. He can go and spend lots of money and won't spend a dime on my daughter but wants to see her. He has three degress all in Medicine and social work but continues to get more federal funding for more college. He is from Africa and I wonder if that is why they don't do anything. I don't know what else to do.

Just keep reporting him to the Child Support enforcement agency in your area. Most states will set it up so it automatically comes out of his pay if you can report who his employer is, and if the employer refuses to dock the pay, they can be held legally liable. The link I am providing gives you some of the recourse available against deadbeat parents in your state. It is your responsibility to continue to report his delinquency and make a big deal about it. They cannot/will not help you if you don't be the squeaky wheel.
