How do I pay postage due when I receive a package?

I received a package that was supposed to get here in 2 days about a week later and it said "postage due." The package was also open but nothing was missing. How do I pay for it (it's only 25 cents)? or does the sender have to pay for it, and how?
I'm surprised I got it because I thought the sender would be getting it back in the case postage was owed.

maybe someone at the post office took something out to lessen the weight and now you don't owe the 25 cents because it doesn't weigh as much as it did... just a thought.

Generally you put the quarter with the PD card and put it back in the mailbox

It sounds like the sender did get it back and already paid the postage due, to the best of my knowledge, there is no such thing as C.O.D. any more.
