How do bureaucracies know to act on contracts that are set hundreds of years in the future?

For example, some historical material cannot be released for public consumption for a couple of hundred years, and some contracts can expire or come into effect in THOUSANDS of years time? How do clerks etc know to act on material which has been archived hundreds of years’ ago, and needs to be acted on on a particular date? Come to think of it, what is the contract, or “For Action” direction with the longest time line? Are there, for example, things that must be acted on, on a particular date tens of thousands of years in the future?

You're way off the mark. Contracts have a 99-year "shelf-life." So do the classified records of the JFK assassination.
Archives are something else: they're not contracts. Assuming that a museum, art gallery, National Archive, etc., stays in existence for hundreds of years, as in Europe and other older cultures, there is a hand-me-down chain of possession to artifacts, objects, artwork, manuscripts, etc. That knowledge is passed down from one caretaker/staff to the succeeding generation, hopefully uninterrupted.
