Anyone may write a "bill", but only someone who is a member of Congresss can present one. The procedure for presenting a bill is lengthy, and getting a bill passed, is arduous. I suggest you go to whitehouse.gov. and read how a "bill" is introduced, and the long journey it must take before becoming law.

an act has nothing to do with a bill. it use to take an act of congress to declare war, yet it seems we have lost the concept of checks and balances in the world we live in. has the simple truth, that our our counrty was founded on been lost even on the most clueless
