here in Scotland we would be reporting the party to local authority and the care commission, I don't know the equivalent in England, Wales or Northern Ireland though if you ask your local authority I am sure they can tell you.

Nursery, like licensed or registered day care center? If that is the case go to the agency, usually a state agency, that issues their license.
