The term victimless crime refers to infractions of criminal law without any identifiable evidence of an individual that has suffered damage in the infraction.

Yes, crimes can be victimless. Crimes like: traffic citations and violations of laws concerning public decency, and include public drunkenness, illicit drug use, vagrancy and public nudity.

Since no one is hurt, there is no victim...

...except perhaps Justice. Justice is blind but knows when someone broke her laws.

I don't really care if someone smokes outside a building within 15 feet even though it's the law. When NO ONE is around.

It depends, for instance in the UK Insurance fraud (ie bumping up the value of your claim) is considered by many to be victimless. However fraud has to be paid for and we all bear the cost with increased premiums!
A friend of mine was arrested several years ago, for dancing in the street while giving out flowers to elderly ladies. He had a record of mental health problems and the police were aware of this. However we all considered that if this was deemed a "crime", breach of the peace: then it was a victimless one! No one was upset by his behaviour apparently and several of his alleged victims thought that he was lovely!

No crime is truly victimless. When someone commits a crime, that is not directed toward just one individual, they commit a crime directed at us all.

A drunk getting arrested for drunk driving endangered everyone on the road, even though no accident occurred.

Someone engaging in disorderly behaviour in public detracts from the enjoyment we may get from being in the public area.

Smoking weed, may not endanger someone, but people are put at risk from dealers, mules risk their lives and cops risk theirs in attempts to interdict.
