Actually the law is if you don't have some currency and some form of ID and your over 18 you can be arrested for vagrancy. But it's pretty much up to the police if they want to enforce it.

In the military it's true, we have to have a days pay on us in case we get charged. Don't think civvies do.

What's your source? We are not obligated to carry any amount of cash. What you may heard is carry enough cash that you can afford to lose. This applies to vacationers to avoid carrying too much money when traveling or patronizing casinos. It is also wise to have access to money in case of emergencies.

With the debit card being so common, it really doesn't make sense - or seem necessary.
Not a terrible idea, of course, just not a requirement.

That's true, its hardly ever in-forced. You need to carry at least 3 dollars or a valid ID card and/or a valid Drivers license with a set of house type keys.
