Take a leash and loop the handle end around the axle. Hook the 'dog' end to the dog's collar and push him well under the car.
Odds are the owner of the car will be pulled over by the police after around 2 to 3 miles of driving. The owner of the car will try to explain why he chained a dog to his axle and your involvement will never be discovered. |

Unless your brother has clearly physical signs of an attack (though mental scarring holds up suprisingly well in courts these days) or there was a witness, if you don't have a good relationship with this neighbor and he decides to take you to court over this, you'd be screwed, especially if it wasn't on your property.
However, if the dog came onto your property and attacked, whole different story, in your favor.
The longer you wait, the worse it will be if he ever figures out it was you - I'd tell and try my best to deal with whatever follows. |

If your brother has bite marks on him,i would walk over to your neighbors house explain what happend and why you did what you did. If you were not on his property, then he really cant do anything to you, if you were attacked on your own property or sidewalk, you have a right to defend yourself... but if you were on his property... be prepared to face the consequences |

Don't tell anyone ever. They aren't going to send over a forensics team for a dog. Dude will figure the dog ran away. You confess this, and there is no upside for you. You could just get sued of fined for animal cruelty. If the dog bit your little brother, then it's probably ok cause you can sue him right back for reckless endangerment of a minor or whatever it's called in your state. |
