I was told by the first district that I need to write a letter to file for a motion to excuse a debt that is not mine, but I am not sure how to go about it.

it is simply a letter defining the merits of excuse to file a habeas corpus you must be defending your self however you may try a free neighborhood legal center at least for advice on what you are attempting to or achieve
