If I live in public housing, what are my rights?

A couple of nights ago my fiance (we are getting married in July) was at my house watching tv at 7:30 pm when the police knocked on my door. They said that someone reported my fiance as living at my house while not being on my lease. (This is a common problem in the neighborhood and strictly enforced). My fiance was very polite and cooperative while the officer took his information and checked him for warrants. He was all clear and explained to the officer that he has his own residence in a town 30 miles away. The officer said he would have to fill out a no-trespassing warrant for 5 years against my fiance for me violating my lease. So now he is not allowed on the public housing authority for 5 years. The police officer was very friendly and stated that he hated to do this, but it was the public housing authority's rule.
My question is this. Because I'm living in government subsidized housing, does it give them the ability to take away my basic human rights such as having my fiance sleep over occasionally without written permission? Is this situation fightable?

If you live on our dime, you must follow the rules. If you want to have more freedom, move out and get an apartment on your own. Otherwise if that's the rules, follow them and be thankful the tax payers are sponsoring you somewhere to live.
