I am only 17 but I usually smoke weed 2-3 times a week. Can he tell anyone or are there confidentiality laws / restrictions?

Nope, he cannot tell he cannot break confidentiality, he can give his own opinion, but he is not authorized to tell your parents about something like that.
The only things that can break confidentiality, EVER with a mandatory reporter, or anything relevant, is if you are in danger of yourself or others. |

They cannot tell your parents, school, police, etc due to confidentiality and Hippa rules---but it WILL be listed in your medical record, and can be seen by anyone who has access to that, including any future healthcare provider who requests your past medical records. |
