doesn't every state have that if so what are the names of the children missing in that state that became an alert or law

Nationwide it is called an Amber Alert. This was named after Amber Haggerman who was kidnapped, raped and murdered. She was kidnapped in the middle of the afternoon. If we had, had this system back then the odds are she would have been found before she was murdered.
