Pity about the panic thing. Otherwise you could introduce martial law and restrict all freedom of speech.

Perhaps you should introduce the idea of a threat by constantly talking it up. Create a boogyman figure everyone can identify against.

Then you could introduce new rules into the community to 'stop' the threat and remove liberties that way.

While you're at it, why not take deliberate action to remove long standing rights by simply writing a legal document around them... it's simple enough to do and if you apply the document after, say, a staged event (send some poison from your own lab to somebody) then you can get it through quicker.

Finally, make sure that anyone who opposes you is described as being with "them" in your popular (and very supportive) media.

... and should it come to any investigations. Make sure you put all your favourite people in to run the investigation. Otherwise.. all hell could break loose.

You cannot deny the right of free speech without causing panic, as you will require an army to enforce this law. You may also need to consider the right of assembly, too, as this can lead to the problems of protesting which is, essentially, free speech.

By telling them that it is in their best interests to listen to what you are saying and warning them of the dire consequences if they do not heed your advice.
This should not be a problem if you are a good speeker. Because if you gently play on their fears but promote their strenghs, over time they will learn to trust and follow you.

You need to infiltrate the community and gradually manipulate yourself into a position of power. You realise that this is something that cannot be achieved overnight ... it could take months. Once in the POP, you gradually take away the community's freedoms for its own good. To do all this you need to be a charismatic, cult-like figure.

why would you want to stop free speach, how would you no what needed changing, you can still be a dictator with free seach, if anythig if u want to be a good dictator and dictate in the sense to help your people dont you need to hear them
