my brother is seventeen and he doesn't have a birth certificate, ID, SS card, or any other form of identification. what are the steps he will need(in order)to take to get an ID and will he need my mom to be with him at any point? thanks in advance:

This varies widely by state. To get a SS card, you usually need a birth certificate and if you are a minor you will need a parent to request it.
You definitely need a birth certificate to get a passport.
In PA, where I live, you need a birth cert and SS card to get a driver's license or state photo ID, plus there is a small fee and driving tests if you want a DL. You definitely need to be 18 in PA to get a birth certificate, or a parent has to get it for you.
The easiest ID to get is probably a school ID, if his HS issues them (and if he's still in school). That might not seem like much but it is government issued and usually has a photo. From there, there's a good chance he can use the school ID to get a library card, which is another form of ID that doesn't seem like much but it is government issued.
That is probably as good as it gets for a minor. |

Um how does he not have a Brith Certificate or no SSN? Honestly that's not good at all. And it's kind of obvious your gaurdian is going to be there since he is a minor.
He is going to need to get a birth certificate and a SSN before even trying to get an ID. This needed to be done a LONG time ago. Are you guys immigrating here? You can't even have a U.S. citizenship without a SSN or birth certificate. You can't get a job or drivers license or GO TO SCHOOL in this country with out all that stuff. I hope your brother doesn't plan on going to college this year because he isn't going to get all this done. He can't even apply without this information.
You have to show your birth certificate to be allowed in highschool, so is he even in school? You have to prove your ae to be in highschool or any other school because they have to make sure you are old enough to start and not too old to be in.
