This is a false dichotomy. Review the FBI statements on the effectiveness of torture. They were able to obtain reliable information without it. Many in law enforcement and intelligence understand that information obtained by torture can be unreliable. A good example is the waterboarding of Khalid Sheikh Mohammed dozens of times. If it were effective, far fewer "treatments" would have been necessary.

How do police and military interrogators get information? Threats of lawful actions to the detriment of the subject combined with bonding between the subject and interrogator. That works.

In the final analysis, we must ask ourselves if we are to abandon the rule of law and let thugs set our moral compass and legal standards. No, we will not.

Now that the Obama administration has de-classified the CIA memoranda on waterboarding and other coercive techniques (written DURING the Bush administration) it is clearer than ever that we sacrificed our moral authority for nothing.

No. I don't believe in torture.

There are better ways of extracting information from someone. It never has and never will be, "Water board this man to save lives.", it doesn't work that way and you know it. To try and justify your actions that way is immature and extremely negative. The fear based questions you ask yourself and others only compound your negative frame of mind. Are you afraid of people of Islamic faith? Part of their creed is to eliminate all infidels. People who don't follow their religion. On that basis, I suggest we vaporize their home and be done with that. As for the rest of the world. The disgruntled and jealous can be dealt with by fire with fire aggression. If it ever comes to that.
Here is a great idea, instead of sending aid to places that hold hostility to other nations, why not just do nothing? When you send food to a nation you are freeing up resources their government would need to spend to feed it's own nation. Yes, it's true that some places have horrible things going on. The US is not the worlds police. Maybe we could help keep the peace, but not when it's own government is sick and corrupt. Fix the home before you go out fixing others.
Oh and if you want your family to be safe, train them all on how to use a gun, and then the next time someone bad comes rolling up to your children, parents or yourself you can rest easy knowing that they will have an excellent fighting chance on defending themselves.

Situations like you describe do not require torture to be legal, as the perpetrators would either be pardoned, or found not guilty in a jury trial. Making torture legal means that it is applied when the argument for it is not so strong.
