yes it is... infact its worse... it can cause more damage....

my mate was in a fight once and she got hit there.... her ovary twisted, she collapsed in pain and had to have an operation...

Just a quite anatomy lesson : balls are external reproductive organs, which makes it easier to access them like a punch or kick. Ovaries are internal so I'm not sure how you would kick them.
