In 99% of cases they do not need to be in uniform. The one per cent of times powers require them to be in uniform are for common sence reasons for example they need to be in uniform to direct traffic. |

Yes. Although if he's out of uniform it could be harder to properly identify himself to a suspect, and therefore might not be able to charge him with things like Assaulting an Officer or Resisting Arrest. |

As henke says, anyone is able to make a citizens arrest. Also, there is that axiom that a policeman is never off duty, ie, if he sees a crime, he is duty bound to act. |

The simple answer is YES absolutely. That police officer would be within their rights if they witnessed or knew about the law being broken. Try breaking someones window with a brick with a near by off duty police officer standing there and see what happens. |

A mate of mine joined the police and showed me a sample Q on their entrance exam. It read something along the lines of:
You are at a party and you notice a friend smoking a joint. Do you:
a. Report it in the morning when you attend your shift;
b. Ignore it as he is your friend;
c. Report it immediately and then arrest him;
d. Take a smoke of it yourself to check that it is a real joint and then arrest him if it is real?
The answer they were looking for was C.
