Is it against the Law to deny any School Student Breakfast?

Ok here's what I want to know can a school principal tell a student they cannot have breakfast because they sit and talk to friends and do homework before they get their food ( this maybe 15 minutes). The student is never to the their first period class and on top of that is that against the law, and can legal action be taken???

P.S. students are not allowed to Stand in the halls or wait around outside. This has not been a problem all year, so... and oh yea it's only for a select group of kids that the principle seems to address. While yet there are plenty of other students that some how go unnoticed and slip through the cracks ( they sit in the same area).

I get the feeling that you're sitting around not eating breakfast until you get a sudden urgent need to eat breakfast as soon as it is time for your first class of the day.

Is that what's going on, here?
