Is it against the law to just hand out someone's phone number?

Like, if I just put out someone else's phone number on the Internet or just gave it to random stranger's as a prank.....is that illegal?

If it's not an "unlisted" number then it is public information with little value to anyone other than its owner, and the question would revolve around your reason for wanting to spread it around.

For example, if I want all of my neighbors to know how to reach the block captain in an emergency, then handing out his phone number would probably be considered "free speech", even if not authorized.

On the other hand, if you negligently (or intentionally) inflict emotional harm upon some victim by posting his or her phone number in suggestive places, then you could be sued for damages.

it depends. if you're giving out the local emergency hotline number I don't think they will arrest you
