The mother spanked the kid until she could barely breath from crying and screaming...It was a hard spanking.

Technically yes it is but you wont find any cop in his right mind to arrest the parent for disciplining your child.

well I would consider that as child abuse because no child should be hit 10 times with a shoe or any object. And if the child almost couldn't breathe then yes child abuse. A child should never get that abuse. No matter what they did.

My mom always said the lord but extra padding in the place you need it most. While I was never abused, I was disciplined. This sounds like abuse to me. To use a shoe on a child is treating the child like a dog.
