If you are doing it as a prank, and the person does not approve, it is illegal.

That would be fraud against the pizza company as they are out the money, and you are harassing the homeowner where it is being delivered.

If your a minor and you are having your parents do it for you and your parents are paying by credit card all you got to do is sign your name on a piece of paper.

If it is a fraudulent order, yes. Once you do this, the phone number called from will be flagged and no orders taken from it in the future. Also quite childish.

i wouldnt think so cause that would be pretty dumb if it was but id do it from a pay phone if your gonna do it and i think they already have the number once you call so they wont deliver it doesnt match

If your ordering the pizza for a friend and you intend to pay for it, then no its not illegal to order pizza to someone else's house, however, if your ordering the pizza as a practical joke, then this is considered to be fraud and theft by deception. I don't know if you are aware of this or not, but whenever you place an order for any type of food to be delivered from the restaurant to a home, they always ask for your telephone number and they will call you back at the number you gave them to verify that you did place that order before the order is processed. If you order a pizza as a practical joke on someone and give your telephone number, and they call that number back and there is no answer, they probably won't deliver the pizza or any other type of food, and if you do answer the phone and they deliver the pizza to wherever it is hat you told them to deliver i o after they have confirmed the order with you, and it turns out to be a practical joke, then the owners of that pizza shop can call the police and they will track your telephone number back to your current address and arrest you.

Too many pizza shops and fast food restaurants that had home delivery services were losing money on such pranks so the law changed and it protects them now, so if you still want to do this, then please get your toothbrush and a bar of soap and a towel and be prepared to take a short trip to be a guest of the police department for a few days, PS I don't think you can make bail on something like this, but who knows for sure, bail bondsmen are desperate for business so you might be in luck.

The home isn't required to pay for them. If they don't, the pizza place van't MAKE them pay so they are stiffed. Technically you committed fraud.
