Not really. Not because it's selective fire but because finding one made before the 1986 cutoff date would be nearly impossible.

Check with the Texas Department of Justice to see if the State allows for the ownership of Class III firearms. If so then I suspect the answer is yes.

If you mean fully auto then NO.

for fully auto? yes it is legal. one must obtain a class III license, and pay the appropriate fees. it usually takes 6 months to go through the whole process

Unfortunately it is legal. I can only think of one purpose for that weapon, and it probably is not unlike the things we've been seeing happen all across our country lately.
